Do you need to pay for a Ground Rent, don’t want to stay in queues and waste your time? Now you can pay for a Ground Rent e-service online, offered by the Ministry of Lands and Natural Resources via ZamPortal – Government E-Services Portal. 

To pay for Ground Rent via Government E-Services Portal, applicants need to complete the following steps:

1. Navigate to Government E-Services Portal (https://eservices.gov.zm/)
2. Authenticate using ZamPass digital identity
3. Navigate to Personal Workplace
4. Choose and apply for Ground Rent e-Service
5. Preview the GS-1 Service Info form, continue the process by clicking “Next”
6. On the GS-1 Service Details form fill in the Land Parcel ID (ex. L/10101/M) and query the data
7. Choose the number of years to pay for and click “Next” to continue the process
8. Preview the Treasury Invoice and payment details
9. Choose a payment method, payment processor and complete the payment online
10. Receive a Treasury Receipt and preview the details of the completed payment
11. Download the Receipt and finalize the process by clicking “Finish”

The online payment process is simple, straightforward and only takes 3-4 minutes to be completed. Once completed, you’ll get a government treasury receipt, which confirms the payment of the Ground Rent.

Government E-Services Portal creates convenience for applicants by bringing in a wide range of digital public services available online 24/7 from any Internet-connected device. When applying for government services, in most cases the fee needs to be paid to receive a result. Having this in mind, ZamPortal brings a variety of payment options that can be used by the applicants when applying for an online service.

To apply and pay for an online service via Government E-Services Portal, follow the next steps:

1. Navigate to Government E-Services Portal (https://eservices.gov.zm/)
2. Login using ZamPass account
3. Navigate to your Personal Workplace
4. Choose the desired E-Service to apply for
5. Apply for selected E-Service, fill-in all the application forms
6. Proceed to the Payment step
7. Select the desired Payment Method (online banking, mobile money, credit/debit cards)
8. Select the desired Payment Processor, depending on the selected payment method (i.e. for mobile payments – ZamTel, AirTel, etc.)
9. Complete the payment following the instructions
10. Complete the application process by submitting an application or receiving the result (in case of the automated E-Services)

Currently, the following payment options are available on ZamPortal:

1. Credit/Debit Cards Payments (Visa and Mastercard, processed by Cybersource/ABSA)
2. ZamTel Mobile Money
3. MTN Mobile Money

In the nearest future to the list of payment options would be added:

• Indo Zambia Bank (IZB) Internet Banking
• Zambia Industrial Commercial Bank (ZICB) Internet Banking

As of February 2021, there are 51 e-services are available on the Government E-Services Portal. The e-services available on ZamPortal e-Services Directory are provided by RTSA, PACRA, Department of Immigration, Police Service, Ministry of Lands and Natural Resources, Registrar of Societies and other authorities. Automated, Operator-Assisted and Requiring Visits e-Services are available to applicants and business representatives 24/7 online.

New e-Services are to come on board the Government e-Services Portal by the end of 2021. The e-Services to be added to ZamPortal will be provided by:

1. Ministry of Lands and Natural Resources (50+ services)
2. Patents and Companies Registration Agency (70+ services)
3. Ministry of Tourism and Arts (40+ services)
4. Zambia Compulsory Standards Agency (7 services)
