Private Information

This policy intends to inform you how we use and protect the personally identifiable information that is collected from End-User using the platform “ZamPortal”. For purposes of this policy, this information is termed “private information”, and is consistent with the Data Protection Bill of 2019, which protects personal private information.

Online Portal “ZamPortal” Is the platform through which Ministry of Finance of the Republic of Zambia facilitates the provision of E-Gov Services from relevant Government Authorities

The same Platform is legally owned by the Government of the Republic of Zambia and operated by Ministry of Finance; and various Government Institutions, Ministries and Agencies of the Government of Zambia therein provide the content.

It is not intended that the E-Government Services Online Portal can be used anonymously. But no personal information shall be collected from you unless you provide it voluntarily. You will know if the Government Online Portal is collecting personal information from you because you will be requested to provide it.

How do we use the information we collect?

As a general rule, we do not collect personal data about you when you visit our website, unless you choose to provide such information to us. Submitting your personal data through our website is voluntary. By doing so, you are giving us your permission to use the information for the services you requested for.

We collect personal data to provide you with the services you have requested, including services from third-party providers. We may share the above information with Government Institutions, Ministries and Agencies in the performance of their official duties and/or providing you with the services you requested for.

If you are only browsing this website, we do not capture data that allows us to identify you individually.

If you choose to register for requesting a service, you will be able to add, delete, change information, lookup, retrieve, download or upload a document where applicable from relevant Government authority through this portal. In this regards, we may capture your information and share necessary data with other Government agencies, to serve you most efficiently and effectively, unless such sharing is prohibited by legislation. We will NOT share your personal data with non-Government entities, except where such entities have been authorised to carry out specific Government services. For your convenience, we may also display to you data you had previously supplied to ZamPortal or other Government agencies. This will speed up the transaction and save you the trouble of repeating previous submissions. Should the data be out-of-date, the right government authority will supply us your latest data. We will retain your personal data only as necessary for the effective delivery of government public services to you.

How to prevent harm of your personal data

The Operator of the Platform takes the security of all personal data very seriously. We take precautions to maintain the security, confidentiality, and integrity of the information we collect at this site. Such measures include access controls designed to limit access to the information to the extent necessary to accomplish our mission. We also employ various security technologies to protect the information stored on our systems

This site may contain links to Government Institutions, Ministries and Agencies sites whose data protection and privacy practices may differ from ours. We are not responsible for the content and privacy practices of these other websites and encourage you to consult the privacy notices of those websites.

To protect your personal data, all electronic storage and transmission of personal data are secured with appropriate security technologies.

Information about payments

If you use our Services for paying E-Gov services, the Platform will retain log files concerning an E-Gov Service of who applied, when, how much you paid and how you paid but will not retain personal identification number (PINs) or passwords used by payment processor and other personal data used for identification verification with a payment processor on the platform, any Relevant Database, and related servers or storage devices, without the express written permission of the End-User.

Cookies Management

Cookies are pieces of information generated by a web server and stored in the user’s computer, ready for future access. Cookies make use of user-specific information transmitted by the webserver onto the user’s computer so that the information might be available for later access by itself or other servers. The Government Online Portal does not use cookies to identify users.

A cookie can be marked as “secure”, which ensures the cookie is used only over SSL sessions. If “secure” is not specified, the cookie will be sent unencrypted over non-SSL channels. Sensitive cookies like session tokens should be marked as secure if all pages in the web site requiring session tokens are SSL-enabled. One thing to keep in mind here is that images are generally not downloaded over SSL and they usually don’t require a session token to be presented. By setting the session cookie to be secure, we ensure that the browser does not send the cookie while downloading the image over the non-SSL connection.

This platform will not install authentication cookies or similar cookies on an End-User’s device, which could identify the End-User’s financial details without the End-User’s express written permission.

If the Government Online Portal requests you to provide personal information, you will be informed of the particular purposes for which that information is collected, used and/or disclosed. Any personal information collected will not be kept longer than is necessary, and will be deleted once the feedback requirement is met. Adequate security measures have been taken to prevent loss, misuse and/or alteration of your personal information.

How do we operate?

The Platform functions as a real-time electronic processing system for all transactions between Government Authorities and End-Users and such transactional interface is designed and maintained by the Operator who is SmartZambia Institute. It is under the sole responsibility of the Government and each participating Government Authority to develop and maintain the information web pages and supply the Operator with any initial and updated information required during the provision of the services to the End-Users.

Changes to Privacy Policy

We may revise this Privacy Policy from time to time and when such a change is made; we will post a revised version on this Website. Please note that changes are effective when they are posted, and it is your responsibility to read the Privacy Policy from time to time so that you are aware of any such change. In our sole discretion, and if you are a registered user, we may notify you via the e-mail associated with your account or by SMS.

By continuing to access or use the platform after those changes become effective, you agree to be bound by the revised Privacy Policy

Compliance to the regulations

ZamPortal platform regularly reviews compliance with its Privacy Policy. It also adheres to several self-regulatory frameworks. It works with the appropriate regulatory authorities to resolve any complaints on personal data that it cannot resolve with our users directly.
